Changkat Primary School traces its origins to 1965, when it opened as Changkat Changi Primary School on a hilltop in the Changi area — the name "changkat" being derived from the Malay word for hill. The school moved to its present location at 11 Simei Street 3 in 1988 and adopted its current name to mark the transition. A significant infrastructure upgrade took place in 2002 under the MOE PRIME programme, and the school celebrated its 60th anniversary in July 2025.

Changkat Primary is a government co-educational school that operates on a single-session schedule.
