Phase 2C is open to all Singapore citizens and permanent residents who have not secured a place in earlier phases, with priority given based on home-to-school distance (within 1 km, then within 2 km). If the number of applicants in any phase exceeds available places, a ballot is conducted, with Singapore citizens given priority over permanent residents. All applications are submitted online through the MOE P1 Internet System (P1-IS), typically during the June to August registration window.
